Within the Pheonix Corridor, notice a locked door on your left. Turn right, and walk past the Flame of the Pheonix and then walk down, past the mould, keep walking down until you come to a floor tile you can operate. Take the door key that's hiding beneath. Travel back to the locked door you just passed, and use your door key to open it, now giving you access to the Sundial Room.
